The Light Rail Transit Authority (LRTA) is a government-owned and controlled corporation under the Department of Transportation (DOTr) in the Philippines. Established in 1980 and headquartered in Pasig City, LRTA is responsible for constructing, operating, maintaining and leasing the Manila Light Rail Transit System. The system spans 37.3 kilometres with two lines predominantly elevated, serving 33 stations and around 49 million passengers per year.
Summary
LRTA performs poorly in the 2024 Urban Benchmark, with clear potential to improve its reporting on a substantial number of sustainability topics. The company discloses its vision of becoming a premier urban mass rail transit provider committed to inclusive development and eco-friendly systems by 2030. However, it does not report any time-bound targets towards promoting transport service affordability. Similarly, the company states that it invests in waste reduction initiatives, but it lacks specific details on how it manages and monitors these efforts. The company’s overall lack of disclosure on key sustainability topics makes it difficult to fully assess its impact on people and the planet.
To foster transparency and positive change, LRTA should identify its most significant sustainability risks and opportunities through a materiality assessment and publish a comprehensive sustainability strategy that integrates these priorities into its overall business strategy. It should assign clear accountability for strategy oversight to the highest governing body, such as its board of directors. The company should also disclose its policy commitments to respect human rights. Furthermore, LRTA is encouraged to establish measurable, time-bound, and, where possible, science-based targets to reduce negative impacts while regularly reporting progress against its sustainability goals.
