Qatar Investment Authority

Qatar Investment Authority (QIA) is the sovereign wealth fund of the State of Qatar. QIA was established in 2005.​ Its portfolio includes investments in real estate, infrastructure, technology, media and telecoms, healthcare, financial institutions, retail and consumer, industrial and materials, and funds.

Risks and opportunities

The financial institution could link senior executive remuneration to sustainability targets. Additionally, it is recommended that the institution conduct third-party assurance or verification of its target reporting and disclose its methodology for calculating its environmental footprint, including monitoring scope 3 emissions by category. It could also establish and disclose a transition plan for its operations, supply chain, and portfolio, ensuring that its scope 1-3 emissions align with interim targets.

It is further recommended that the financial institution break down its client and beneficiary base by income group and outline processes to avoid unintended divestment from low-income and lower-middle-income countries as a result of its sustainability strategies. Transparency in its risk assessment processes is also needed, particularly in relation to ILO fundamental rights at work for those impacted by its operations, products, services, and capital. It could disclose its risk mitigation processes and identify social risks related to the net-zero transition. It is recommended that the financial institution provide an example of the specific conclusions reached and actions taken on salient human rights issues of its products, services and capital in the last three years. In addition, it could disclose how it determines a living wage for the regions where it operates and provide a publicly available anti-bribery and anti-corruption policy. It is also recommended to include anti-bribery clauses in contracts with business partners.
