Leading practices

Proparco has a stewardship policy that supports environmental transitions and social best practices aligned with its sustainability strategy and does not make political contributions.

Proparco discloses the monetary amounts or shares of products, services, and capital provided to women-owned businesses and to groups that are usually excluded, as defined by the institution. Additionally, it provides a breakdown of clients and beneficiaries by company size, including small and medium-sized enterprises. The institution also discloses its operations by country, detailing the number of employees or revenue, and reports the monetary amounts or shares of products, services, and capital provided to low-income and lower-middle-income countries.

Risks and opportunities

While Proparco discloses material sustainability impacts that have been identified across the value chain, further detail on the process and the criteria used for prioritisation is needed. Recommendations include disclosing third-party assurance of target reporting, linking senior executive remuneration to sustainability targets and providing a breakdown of clients by income group. It is suggested to disclose processes to avoid divestment from low-income countries due to sustainability strategies. Proparco should monitor scope 3 categories and could detail the methodology for footprint calculation. Proparco has a publicly available policy statement committing to ILO fundamental rights at work, approved by the highest governance body, but the weak wording undermines this commitment. Although a risk assessment process based on ILO standards is disclosed, there is no evidence that it includes risks associated with all four ILO fundamental rights at work. It is recommended to provide an example of specific conclusions and actions taken regarding salient human rights issues related to products, services, and capital as a result of assessment processes in the last three years. Proparco has a publicly available policy statement committing to ILO fundamental rights at work, approved by the highest governance body, but the weak wording undermines this commitment.
