Established in 2004, Tokyo Metro is a joint-stock company owned by the Government of Japan and the Tokyo Metropolitan Government. It operates the rapid transit system in Tokyo, covering a total operating length of 195 kilometres with 180 stations and 2,724 trains. Tokyo Metro caters to an average of 6 million passengers daily. In 2017, Tokyo Metro expanded its operations with the establishment of an affiliate in Hanoi, Vietnam, aimed at managing the Hanoi Metro.
Summary
Tokyo Metro performs poorly in the 2024 Urban Benchmark, with clear potential to improve its reporting on a substantial number of sustainability topics. The company discloses several initiatives to enhance universal access of its services, including providing barrier-free facilities across its metro lines and a navigation system for visually impaired travellers. It also outlines its plan to install platform doors on every line by 2025. However, the target lacks specificity and measurability. Overall, the company’s lack of disclosure on key sustainability topics makes it difficult to fully assess its impact on people and the planet.
To foster transparency and positive change, Tokyo Metro should identify its most significant sustainability risks and opportunities through a materiality assessment and publish a sustainability strategy that integrates these priorities into its overall business strategy. It should assign clear accountability for strategy oversight to the highest governing body, such as its board of directors. The company should also disclose its policy commitments to respect human rights. Furthermore, the company should establish measurable, time-bound and, where possible, science-based targets to reduce negative impacts, while regularly reporting progress against its sustainability goals.
