2025 Financial System Benchmark

This second iteration of the Financial System Benchmark assesses 400 influential banks, insurers, asset managers and asset owners globally – including sovereign wealth funds, pension funds and development finance institutions. It is unique in aligning institutions that together can trigger a domino effect of positive change across the financial system. The assessment covers key sustainability areas in governance, climate, nature and social issues.

There is wide recognition that the financial system is the key unlocking mechanism to accelerate and scale change on sustainability globally. The 2025 benchmark shows that whilst there has been some progress since 2022, the real world impact is still painfully limited. Whilst there are institutions leading and showing what is possible, too many lack strategy and processes to drive real change. Peer learning across the sector and positive collaboration with the many stakeholders to the financial system is essential.

Methodology

The 400 financial institutions in scope of the benchmark were assessed using the Methodology for the 2025 Financial System Benchmark. This methodology includes 39 indicators across five distinct measurement areas: Strategy, governance and stewardship, Financing climate and nature protection and restoration, Environmental footprints, Inclusive finance and Responsible business conduct.

The development of the methodology and its indicators was informed by extensive stakeholder consultations and aligns with existing frameworks, benchmarks and accountability mechanisms.
